CODE OF ETHICS OF THE MASSACHUSETTS ASSOCIATION OF PUBLIC PURCHASING OFFICIALS (MAPPO)

Purpose: Public purchasing professionals must have a highly developed sense of professional ethics, based upon the importance of their position and the role they play in their respective jurisdictions. It is the intention that these guidelines will strengthen our Members’ ethical awareness and professional performance.

Members should:

  • Perform their duties in a manner consistent with statutory requirements, without advocacy for, or accommodation of, any particular interest, being factual, objective, unbiased and honest in all actions, and taking care that every service conforms to the highest professional standards.
  • Maintain at all times, a courteous and respectful attitude in relations with vendors, public officials and the general public and require a similar attitude on the part of all subordinates.
  • Never accept anything of value from any person when the member knows that the offer is for the purpose of influencing his action as a public official, and never accept anything of value if it is prohibited by the Conflict of Interest Law of the Commonwealth.
  • Refrain from any activities that would create a conflict between personal interests and those of MAPPO, your community, your agency or your jurisdiction.
  • Maintain transparency to the highest degree possible, but never improperly disclose confidential information.
  • Enhance purchasing professionalism by improving technical knowledge and adhering to the highest ethical standards.
  • Be respectful of using the ideas and resources provided by other members and using them for competitive purchasing purposes.
  • Use no MAPPO designation unless duly authorized to do so by the Association.
  • Cooperate with the Association and its Officers in all matters; including, but not limited to, the investigation, censure, discipline, or expulsion of members who, by their conduct, prejudice the status or the reputation of the Association and its Members.
  • Conform in all respects to this Code of Ethics, the Bylaws of the Association and the prevailing laws of the Commonwealth of Massachusetts.
  • Promote a spirit of unity and a keen interest in professional growth among members of the Association and potential members.
