Legislative Affairs

The MAPPO Legislative Committee, at the direction of the Association’s Executive Officers, represents the Association in the following ways, and provides reports to the full membership regarding:
 
1. Advocacy of Legislation identified by the Association as priorities for the members: MAPPO selects a very limited number of bills deemed important to the MAPPO membership; the Legislative Committee then will represent the Association throughout the legislative process on such measures.
 
2. Monitoring other legislative, legal or regulatory activities that could affect members’ work: The Legislative Committee will identify other initiatives at the local, state or Federal level, in the courts or in regulatory agencies that are found to have a possible impact on the work of members and others involved in procurement at the local level in Massachusetts, will report on these measures and represent the Association where opportunities exist to advise on these matters for the benefit of the members.  
 
3. Advise and consult with various governmental agencies and other constituent groups in the Commonwealth, with interest in the laws and regulations governing procurement:  The Legislative Director and committee serve as a resource to any interested party who seeks assistance concerning the laws, regulations and general process by which procurement activities are governed in cities and towns, and how this legal environment affects our daily work activities.  We play an active role in advising and participating with the full-time legislative staff at the Massachusetts Municipal Association on advocacy regarding procurement-related issues making their way on Beacon Hill.  
 
Through these efforts, the Committee seeks to raise the visibility of MAPPO as the definitive resource to turn to for those interested in the procurement process in cities and towns throughout the Commonwealth, and to be educated about current issues presenting themselves in various municipalities and agencies on a day-to-day basis.
